The Verfassungsschutz, the security police of West Germany, seek assistance in infiltrating a group linked to the Rote Armee Fraktion. Carl Hamilton, a Swedish professional agent akin to James Bond, is called upon for this dangerous mission. Posing as a Swedish officer expelled from the country for being unmasked as an East German spy, Hamilton travels to Hamburg. There, he establishes contact with the terrorists and successfully embeds himself within their ranks. As part of the group, they collectively scheme to launch a targeted strike against the head of the CIA.
